On behalf of our client, we are seeking a  QA/QC Manager (Desalination Project)

Location: Azerbaijan

Site-based role (Onshore & Offshore Construction Phase)

About the Role

  • We are currently seeking an experienced QA/QC Manager to oversee quality assurance and quality control activities for a large-scale desalination plant project.

  • The role will ensure that all construction, installation, procurement, fabrication, and commissioning activities are executed in full compliance with project management plans, owner requirements, EPC contract obligations, and international quality standards.

  • This is a senior-level position requiring strong leadership, contractor management, and technical oversight experience within major infrastructure or industrial projects.

Key Responsibilities

Quality Management & Supervision

  • Implement and monitor the Project QA/QC Management System

  • Oversee EPC Contractor’s quality management systems

  • Supervise onshore and offshore construction quality activities

  • Monitor compliance with approved Quality Plans, ITPs, RFIs, FATs

  • Manage non-conformities (NCRs, FONs) and corrective actions

  • Lead internal and external site audits

Procurement & Vendor Oversight

  • Supervise qualification and approval of suppliers and subcontractors

  • Monitor fabrication and manufacturing activities (site & vendor facilities)

  • Oversee third-party inspection agencies

  • Ensure compliance of delivered materials and equipment

Documentation & Reporting

  • Review quality procedures, ITPs, and method statements

  • Ensure completeness of quality dossiers for commissioning

  • Maintain full quality documentation control

  • Prepare weekly, monthly, and quarterly quality reports

Stakeholder Coordination

  • Interface with EPC Contractor, Owner Engineer, and technical advisors

  • Chair weekly QA/QC coordination meetings

  • Provide technical support to Project Director and Construction Team

Requirements

  • Bachelor’s degree in Engineering (Mechanical, Civil, Electrical or related field)

  • Minimum 10+ years of QA/QC experience in large industrial or infrastructure projects

  • Proven experience with EPC contractors

  • Experience in desalination, power, oil & gas, or large infrastructure projects preferred

  • Strong knowledge of international quality standards (ISO, IEC, ASME, etc.)

  • Experience managing third-party inspection agencies

  • Excellent English communication skills

  • Strong leadership and stakeholder management skills

This is a senior Client-side role focused on implementing and continuously improving a structured QA/QC and HSE control system across large-scale construction projects.
