Job Overview:

The Senior Procurement Specialist will play a critical role in the organization, responsible for managing and executing end-to-end procurement processes. The role involves strategic sourcing, supplier negotiation, contract management, and ongoing supplier relationship management to ensure cost-effective and efficient procurement operations.

Key Responsibilities:

  • Conduct market research to identify potential suppliers

  • Develop and implement sourcing strategies aligned with HQ Procurement directives

  • Collaborate with PSCM Manager and HQ Procurement on cost-saving initiatives, vendor management, and compliance regulations

  • Oversee contract negotiations to achieve favorable terms

  • Manage contracts to ensure suppliers meet agreed terms, conditions, and performance criteria

  • Work with cross-functional teams and HQ Procurement to identify cost reduction and efficiency opportunities

  • Support category management initiatives by conducting spend analysis and identifying sourcing opportunities

  • Ensure timely and cost-effective procurement of materials, equipment, and services in line with project schedules

  • Monitor supplier performance through KPIs and coordinate corrective actions as needed

  • Develop and maintain procurement plans aligned with project milestones and operational requirements

  • Collaborate with legal and compliance teams to ensure contractual and regulatory adherence

  • Maintain accurate procurement documentation and audit trails for transparency and traceability

  • Participate in supplier prequalification, evaluation, and onboarding processes

  • Lead or support tendering processes, including RFI, RFP, RFQ development and evaluation

  • Liaise with logistics, warehouse, and operations teams to ensure seamless end-to-end supply chain execution

  • Contribute to procurement digitalization and automation initiatives to increase efficiency and reduce risk

Requirements:

  • Bachelor’s degree

Technical:

  • Minimum 7 years of procurement experience

  • Strong knowledge of procurement software and tools

  • Familiarity with oil and gas industry procurement, including regulations and compliance requirements

  • CIPS qualification is a plus

Non-Technical:

  • Excellent negotiation skills

  • Strong analytical and problem-solving abilities

  • Effective verbal and written communication skills

  • Ability to manage multiple projects and meet deadlines simultaneously

Language Requirements:

  • Azerbaijani – Fluent (spoken and written)

  • English – Fluent (spoken and written)
