Head of Field Operations & Rollout Governance – AMI Gas Program

Lead and govern end-to-end field rollout of 2.5 million AMI gas meters, ensuring controlled execution, inventory integrity, productivity optimization, GIS alignment, LoRa Gateway deployment, consumer coordination, and real-time dashboard governance. The role ensures achievement of up to 1 million installations annually.

o  Establish full rollout governance framework covering planning, readiness, deployment, QA/QC, activation, and acceptance.

o  Lead cluster-based rollout strategy to achieve 1M meters per year.

o  Define and control milestone governance structure (cluster, regional).

o  Conduct executive-level governance reviews with Azerigaz leadership.

o  Define and enforce operational SLAs and KPIs across field deployment lifecycle.

o  Monitor Plan vs Actual performance (daily/weekly/monthly).

o  Govern productivity per crew, first-time-right rate, revisit %, and installation cycle time.

o  Track cluster completion milestones and formal acceptance readiness.

o  Review contractor performance scorecards

o  Establish Installation Method of Statement (MOS) and QA audit framework.

o  Oversee warehouse-to-field quality audits and compliance checks.

o  Conduct structured compliance verification against contract obligations.

o  Ensure digital field evidence validation (GPS, seals, photos, logs).

o  Lead corrective action governance and contractor quality evaluations.

o  Govern device commissioning and onboarding into HES/MDMS.

o  Ensure successful first read, connectivity validation, and telemetry confirmation.

o  Validate synchronization between GIS, HES, WFM (installation) and MDMS systems.

o  Monitor integration integrity between LoRa/NB-IoT networks, telecom backhaul, and AMI platforms.

o  Control activation exception handling and reconciliation.

o  Establish master data validation controls (consumer, meter, GIS).

o  Govern serial-level traceability and inventory reconciliation accuracy.

o  Monitor exception dashboards (NC meters, failed activations, mismatches).

o  Oversee backlog & data discrepancy resolution process.

o  Establish end-to-end inventory control model (warehouse → field → activation).

o  Daily/Weekly stock reconciliation.

o  Control logistics compliance (local & international).

o  Monitor daily material consumption vs installation productivity in coordination with contractor.

o  Acceptances (monthly)

o  Govern cluster readiness validation prior to acceptance.

o  Validate SLA compliance before cluster closure.

o  Handover to O&M department after cluster acceptance

o  Ensure milestone documentation and contractual closure evidence.

Qualifications:

• Bachelor’s Degree in Engineering (Electrical / Electronics / Mechanical / Instrumentation or equivalent).

• 12+ years of experience in large-scale utility or infrastructure rollout programs

• Minimum 5 years leading high-volume field deployment operations (>500K installations preferred).

• Experience in AMI systems, GIS integration, field mobility platforms, and telecom coordination (LoRa / NB-IoT).

• Strong expertise in inventory governance and operational performance analytics.

• Fluent in Azerbaijani and good level of English (written and spoken); Russian is an advantage.
