Chief Operating Officer (COO)

Reports To - Chief Executive Officer (CEO) Direct Reports - Technical Office; Site Execution / Construction Management; MEP Engineering Role Purpose The Chief Operating Officer is responsible for end-to-end operational delivery of all projects, from approved technical design through construction execution and handover. The COO owns execution outcomes and ensures projects are delivered in line with approved designs, budgets, schedules, and contractual obligations. This is a delivery ownership role, not a coordination or advisory role. Key Responsibilities Take full responsibility for execution of all company projects from start to completion. Ensure construction activities are carried out strictly in accordance with approved technical documentation, BOQs, and method statements. Deliver projects within approved timelines, budgets, and quality standards. Manage site teams, subcontractors, and execution resources efficiently. Oversee the Technical Office to ensure designs are complete, coordinated, and buildable. Ensure technical decisions support project cost, schedule, and constructability objectives. Lead all site execution activities and resolve execution issues promptly at operational level. Cooperate with Project Controls, HSE, and QC as independent control functions. Authority & Accountability The COO holds full accountability for project delivery outcomes. The COO has authority to allocate resources, direct site teams, and manage subcontractors. The COO cannot override Project Controls, HSE, or Quality Control findings without escalation to the CEO. Required Qualifications & Experience Minimum 8–10 years of experience in construction or EPC/EPCm project delivery. Proven leadership in managing multi-site construction projects. Strong understanding of construction methodologies, sequencing, and subcontractor management. Experience working with planning, cost control, and quality systems. Head of Project Controls (Planning, Cost Control, HSE & QC)

Reports To - Chief Executive Officer (CEO) Direct Reports - Planning Engineers; Cost Control Engineers; HSE Team; Quality Control (QC) Team Role Purpose The Head of Project Controls is responsible for establishing and maintaining independent, end-to-end control over project planning, cost control, health & safety, and quality across all company projects. The role ensures approved baselines (time, cost, quality, safety) are respected, deviations are identified early, and senior management receives accurate, timely, and objective information for decision-making. This is a governance and control role, not an execution role. Key Responsibilities Establish, approve, and control project schedule baselines. Monitor planned versus actual progress and identify delays early. Establish and control project cost baselines aligned with approved budgets. Monitor budget versus actual costs and forecast final project outcomes. Identify and escalate schedule, cost, quality, and safety risks. Ensure HSE policies and legal requirements are implemented across all sites. Oversee quality control processes and non-conformance management. Provide clear, factual, and timely reports directly to the CEO. Authority & Accountability The role has authority to challenge, suspend, or escalate decisions that pose material schedule, cost, quality, or safety risks. The Head of Project Controls acts as an independent internal control function and cannot be overruled by Operations on control matters without CEO awareness. Key Interfaces CEO; COO/Operations; CFO; Commercial&Procurement; External auditors and regulators (as required). Required Qualifications & Experience Minimum 8–10 years of experience in EPC/EPCm or large construction projects. Proven leadership in Project Controls, Planning, and Cost Control roles. Strong understanding of construction project lifecycles and risk management. Experience with planning and cost control systems (e.g. Primavera P6). Exposure to HSE and QC governance frameworks. Tender and Cost Control Engineer

Position Title - Tender and Cost Control Engineer (level may be adjusted to Senior based on experience) Reports To Head of Project Controls (solid line) Dotted Line Reporting Commercial Director (pre‑tender phase only) Role Purpose The Tender & Cost Control Engineer is responsible for accurate quantity take‑offs, BOQs, and cost verification across both pre‑contract (tender) and post‑contract (execution control) phases. The role ensures tender submissions are technically sound and subcontractor payment claims reflect actual executed works. This is an independent control role, separate from site execution. Key Responsibilities Pre‑Contract (Tender): Prepare BOQs and quantity take‑offs from drawings and specifications. Support cost estimation for tender submissions. Identify scope gaps and technical risks in tender documents. Support Commercial Director during tender clarifications. Post‑Contract (Execution Control): Verify subcontractor F2 / IPC quantity claims against approved BOQs and actual progress. Challenge incorrect or inflated quantity submissions. Approve verified quantities for payment processing. Coordination: Coordinate with Planning and Cost Control engineers. Ensure transparent documentation of assumptions and quantities. Authority & Accountability Accountable for technical and quantitative accuracy of BOQs and verified quantities. Has authority to reject unsupported F2 / IPC claims. Independent from COO and site execution teams. Required Qualifications & Experience Degree in Civil Engineering or related field. 5–10+ years experience in estimation, tendering, or cost control. Strong experience with BOQs and construction quantities. EPC / EPCm experience preferred.
